A investigação sobre os tributos e suas aplicabilidades nos municípios é importante, pois estes valores são os meios de financiamentos das políticas públicas. No entanto, para os adequados investimentos dos tributos arrecadados, as unidades municipais devem gerir estas receitas, trazendo um elevado desempenho tributário. As justificativas e contribuições desta pesquisa estão balizadas na lógica de que, independentemente dos montantes de tributos arrecadados, altos, médios ou baixos, eles devem ser geridos com qualidade para efeitos mais significativos à população. Com base nisso, houve a investigação do estado de Minas Gerais, território com 853 municípios e heterogeneidades nas arrecadações e desempenhos tributários, e nos índices de desenvolvimento. Metodologicamente, considerou-se como amostra 763 municípios mineiros, de 2006 a 2012, que, inicialmente, foram agrupados em clusters (K-Means) de alto, médio e baixos desempenhos tributários, considerando as arrecadações e gestões dos recursos tributários. Em um segundo momento, utilizou-se a técnica de regressão linear múltipla com dados em painel para as associações entre o índice de desenvolvimento econômico e social, e as variáveis de desempenhos tributários e de controle. Os resultados não rejeitaram as hipóteses deste estudo. Houve a constatação de que os municípios de altos desempenhos tributários podem conduzir a possíveis melhorias nos indicadores de desenvolvimento econômico e social. Ainda, verificou-se que municípios com altos desempenhos tributários possuem influências mais representativas nos desenvolvimentos em comparação às unidades municipais com desempenhos médios e baixos. </p><div><div><p>PERFORMANCE AND ECONOMIC AND SOCIAL DEVELOPMENT IN MUNICIPALITIES OF MINAS GERAIS</p><p>ABSTRACT</p><p>The objective of this study was to analyze the effects of the different tax performances on economic and social development indexes in municipalities of Minas Gerais. Research on taxes and their applicability in municipalities is important, since these values are the means of financing public policies. However, for the proper investments of taxes collected, municipal units must manage these revenues, bringing a high tax performance. The justifications and contributions of this research are based on the logic that regardless of the amount of taxes collected, high, medium or low, they must be managed with quality for the most significant effects to the population. Based on this, there was the investigation of the state of Minas Gerais, territory with 853 municipalities and heterogeneities in tax collections and performances, and in development indexes. Methodologically, it was considered as a sample 763 municipalities of Minas Gerais, from 2006 to 2012, which were initially grouped into clusters (K-Means) of high, medium and low tax performances, considering tax collections and tax management. In a second moment, the multiple linear regression technique with panel data was used for the associations between the index of economic and social development, and the variables of tax and control performance. The results did not reject the hypothesis of this study. It was noted that municipalities with high tax performance may lead to possible improvements in indicators of economic and social development.
